ACT Capability Statement

About ACT Projects:

A consultancy that provides integrated planning, permitting and environmental services principally to the Waste, Energy and Mineral industries. Our client base is varied from both the public and private sectors. We have numerous specialist associates that provide project specific works, including a planning barrister. ACT Projects provide specialist advice, successfully deliver permissions and effectively address environmental issues.


A bespoke range of services are offered to meet the requirements of each individual project, the main category headings:

A full compliment of planning and design works are offered by professionals with in excess of 20 years experience in applications, appeals, public inquiries and legal agreements. Detailed planning applications with comprehensive Environmental Impact Assessments and Supporting Statements are prepared for a growing number of clients in our specialist fields (Waste / Energy /Minerals).

We are currently handling applications for new energy generation schemes, large waste handling facilities, a significant mineral extraction site and advising County and Unitary authorities on waste, energy and mineral policies and plans. Coupled with these services we are negotiating legal agreements, discharging conditions and producing a host of site opinions and schemes. Recently delivered projects include:

  • An Energy from Waste facility in Co. Durham
  • Large waste wood processing facility in Yorkshire
  • Mineral extraction permission in proximity to a World Heritage Site in Northumberland
  • Planning advice for integrated waste management in South Wales
  • Restoration schemes for exhausted mineral sites in northern England
  • Numerous planning and scoping opinions for potential waste and energy developments throughout England and two in Scotland


Both Standard and Bespoke Permit applications are prepared, submitted and negotiated. Some activities are found to fall within the Standard Permit system whether they go on to be formulated from individual or multiples of Rules is project specific. Bespoke Permit applications dominate our industrial fields; they necessitate a detailed and structured approach that demonstrates the deliverability of facilities in accordance with the demanding regulations and guidance whilst balancing them against environmental implications.

With our knowledge base, experience of procedure and care to address detail that can otherwise delay the determination process, clients repeatedly use our service to ensure operable permits are attained that not only address current business needs but are flexible to potential future activity developments. A significant growth in enquiries and commissions appears to be linked with the increasing complexities of the permitting system, industry competition and recent significant changes brought about by the 2010 Regulations. We are currently handling:

  • Bespoke Permit applications for several alternative energy plants nationally
  • Bespoke Permit for a biomass plant in Co. Durham
  • Bespoke Permit for an integrated energy park in Yorkshire
  • A Standard Permit for a pelletizing facility in North Yorkshire
  • Advising on the permitting implication in mixed use development scheme bids for LB Southwark and for private consortiums in Beverly, Ferryhill and Lancaster
  • Various processing facilities and installations scattered throughout the Midlands and north England that have been brought into the permitting system by the 2010 Regulations

Environmental Impact Assessment:

Handling and producing Environmental Impact Assessments is a core component of planning and permitting work. Environmental aspects of proposed developments are formally scoped and project specific Supporting Statements are prepared, including full EIA’s as governed by Schedules 1 and 2 of the Assessment Regulations. Our established experience of the requirements of the planning and permitting systems enable the content and management of non-conflicting, dual purpose environmental assessments that are delivered by sourced specialists. Project specific assessments include:

  • Geology and land/soils
  • Hydrology and hydrogeology
  • Archaeology
  • Ecology
  • Traffic and access
  • Landscape and visual
  • Air emissions and modelling
  • Noise, vibration and modelling

Public consultations, presentations, media and PR aspects are also handled within our service.
